This program supports planning and pre-development activities for transportation projects in non-urban areas. This is a FIRST COME, FIRST SERVED opportunity.

These grants are for the planning and development phases of transportation infrastructure projects that are reasonably expected to be eligible for certain U.S. Department of Transportation (USDOT) credit and grant programs. (There is no requirement for grantees to apply for other USDOT funding in the future).
Eligible applicants include:

Councils of governments

Tribal governments
All eligible entities must be located outside any 2020 Census-defined urbanized area with a population of 150,000 or more.
